I'm not sure if someone has created an Infinity-specific Wiki, but there is the "Ouroboros Portal", a website that is part of the Titan Network (the same people now behind City Info Tracker, Mid's Hero Designer, and ParagonWiki). It's a place very similar to VirtueVerse, but isn't tied to any one server.

We do not have anything like the Virtueverse at this time. There has be talk of starting such a thing in the infinity RP community, but no one has as of yet. If someone wants to make a go of it, send me a PM and I can provide ad free hosting for it after the new year.
This really was the reason I set up the Ouroboros Portal, as a place where anyone can put information about their heroes, supergroups, or whatever. For example, here is Taxibot Belle's page. Notice how her page links to the Infinity Paragon Taxi Service's page, which in turn has a category link for Infinity supergroups, etc. (Wow, reading it, I need to get her to update that...)
There are some vague rattlings at the Titan Network of working on a more robust and social networky Portal site, but right now, it's in very early planning stages. In the meantime, the Ouroboros Portal is pretty nifty, if I do say so myself. 
We've been saving Paragon City for eight and a half years. It's time to do it one more time.

I'm an Infinity native, and I love the Ouroboros Portal Wiki. I probably wouldn't use an Infinity-specific wiki, since I already have everything I'd want on Ouroboros Portal, plus I have all my character on other servers, too! 
There's categories set up for people to put their own personal character lore in the O-Portal Wiki as well.
