Hey Shadow,

some more information about exactly what your goal is can be very helpful when trying to provide feedback on builds. I gather that your aim is low cost: are you planning on soloing or teaming? A little bit about what your play style is will also be helpful. Are you looking for help doing something in particular with set bonuses or do you just want us to check and make sure we don't see anything truly foolish in the current build?

The more information that you can give us, the better the responses you get back will be.

My main comment on the build would be that except in the new Tin Mage and and Apex TFs your two chance for recharge slow procs are pretty much wasted. Snow Storm and Freezing Rain alone will floor the recharge on just about everything. Unless you plan on running the Tin Mage and Apex TFs with high frequency (or regularly run your misisons and TFs at +4) I would suggest choosing more beneficial procs. The Achilles heel proc is excellent in Freezing Rain can be a wonderful choice.

You only have one slot in Thunderstrike, which makes me wonder if you actually plan on using it. If not why not pick up something that requires no slots like vengeance, Thunder Clap, or maybe Power Sink (because it's useful, it really could benefit from slots) to help with endurance issues.

How are you endurance wise? If you have troubles you might be able to eliminate some of them with a cardiac alpha slot, but you might want to consider saving up merits for a Numina or a Miracle +recovery IO as well.

There are some thoughts to get you started.

My goals...hmmm well I solo mostly and do PUGs. My guild has left for greener pastures.

I would like to try task forces, but don't have lots of time for long missions back to back.

I don't PvP since they nerfed hurricane, got tired of energy stalkers jumping through my hurricane and 2 shotting me.

I was just wanted to build a strong all around avatar that can contribute and solo at +1.

I had vengeance once and I didn't find it all that useful. The healers tended to raise the dead teammate before I could activate it. I will consider it so yea I took Thunderstrike as a filler power to get the hold in the APP

End does seem to be an issue solo. And my thought was try to go to the damage buff for the alpha incarnate slot.

The other issue is the stealth IO worth it in hover? I pretty much run Steamy Mist all the time.

My slotting has in general been dictated by my low levels of influence, and the prices on the market now seem even more insane.

Ah, right, forgot about that. If all you really want from the APP is the hold, you could go with Psychic Mastery and take Dominate and Mind Over Body. you would lose the additional energy resist in favor of psi resist but not need to take a filler power.

In which case I would encourage you to get a miracle and a numina +recovery. You can either earn the 250 merits for these, or just run your alignment tip missions (either hero or villain) and use the resulting merits. If you don't run TFs that often then Hero Alignment Merits are probably the easiest way to start working towards these since they only cost around 2.

Well, Steamy Mist doesn't provide you full invisibility. Steamy Mist +Stealth IO does. However, you can stick a stealth IO (either a running or leaping one) in standard sprint and thus free up a slot. The downside is that the running and leaping stealth IOs might be more expensive, I haven't checked prices on those recently.

Which is part of why it's so nice to have Hero/Villain Merits and standard Merits as an alternative way to earn things.

And a comment I forgot to make before, I supsect you won't really notice the 3% psionic resistance, from Impervium armor, have you considered replacing it with a Knockback protection IO instead I think you would be very pleased with that change.

Between reward merits, hero merits, influence, and AE tickets for rare recipes, there's many alternate ways to get all you need. Depending on what's more plentiful, or what's your best investment, you can get a lot bang for your buck.

Example, if you're sitting with a surplus of reward merits and influence, up converting them to hero merits for the most expensive stuff on your build list would be ideal. 100 reward merits and 40 mill inf will get you the most expensive of the generic set IOs (Numina Rec/Regen, Miracle Rec, LotG 7.5 for example). More reward merits than anything, just go straight for it. If you can speed tips, toss yourself some alignment merits every other day. AE would be a possible alternative for the 2+ mill salvage that you'll need for your recipes, if you don't have the influence to buy it off the market.

Sometimes, Alignment/Reward merits are going to be nearly the only way to get a recipe as they don't poke their heads about much (+stealth for example). Also, you can decide what level you want it with Alignment/Reward merits, which I find to be a great plus personally.

Thanks for the 411, I was not aware of the alignment rewards. Looks like tip missions are more than just fun, but give you a means to get the rare recipes.

It would explain the cost increases somewhat as it is very "farmable".

Thanks for the help D

Good point about the Psychic APP, and I have had it in the past when slots were tighter, but I wanted to go more thematic now that I had some slots open up, so was considering the electric APP.

Unfortunately the hold in that set is at a higher level requiring a filler power (Thunderstrike). As filler powers go it seems ok.

Since I am always hovering, I never saw the need for KB protection.

I did pick up to chance for resistance debuffs (Achile's Heel) to replace my 2 -rchg debuffs (one for Freezing Rain and the other for my other aoe Nightfall. What do you think about that?

After you help I think I should be able to get at least the Numina +recovery to help with End and put it in health.
