Absolute Amazement: Chance for ToHit Debuff

I couldn't find anyone with info. I keep meaning to test it but get sidetracked. I have the temp power that gives you info on mobs, but I haven't checked yet. I'll log in and do that.
I've hit the dummy I built more than 27 times and not once has the to hit debuff showed up :( in the power analyzer. Other to hit debuffs show up just fine, but not the one from this proc. So sad.

Apparently this unique wasn't working properly a while ago, does anyone have any idea of whether this is fixed now?
