That's often the first thing your ISP will ask you to do, so you can rule out a crappy router. If it works, even remotely, it's a quick and easy way for them to say, "Welp, guess you better get your DLXPoopStinker Router replaced before you bother us again, huh slappy?"
Give it a go and see what happens.
Good point, lots of ISP "support" people like to blame anything but their hardware for any fault. I've found Comcast is particularly bad about this.
I doubt very much that your modem is set up for a static IP; that's typically reserved for the very few who actually need it. Almost certainly you could hook the CAT 5 cable from the modem directly to your laptop, reboot the laptop and get internet. It's simple and much more idiot proof that way so ISP's far prefer it.
If you have good internet with the modem connected directly to the computer but it flakes out going through the router then it's likely that the router's the problem. If it still flakes out then the problem is the modem, the ISP or the computer itself. Well, possibly the cable, I had a case where a new puppy found the CAT 5 cable and caused an intermittent problem... that took awhile to run down. At least he didn't chew on a power cord.
