You want Tough so that you can also get Weave.
Pretty much what Dread said (lol) My i19 build has both Leadership & Fighting to softcap S/L with Perma AM & close to Perma Hasten. You probably won't be standing still in melee long enough for Choking Cloud to make a difference, as it ticks very slowly. If anything you can just stuff the Res/Def proc in Tough & call it a day.

Hello all. I'm working on an i19 build for my fire/rad and one thing I'm trying to improve on her is damage mitigation. Her current build has perma-AM and Hasten. I've worked up 2 different builds, 1 using tough and the other using choking cloud (slotted with the lockdown +2 proc). In all other regards, the builds are pretty much equal (similar regen, recovery, defense, etc). I was hoping someone here might have some experience in this area and could offer some advice. Thanks!
