Character Copy Tool: Public and GR Test Servers?

Hi, just wanted to post a question about this. I noticed when trying to copy over a character there were options for a Public Test Server and a Going Rogue Test Server. I have tried copying this character twice to the public test server since Friday or Saturday and it still has not copied. My account has been active and I have the test server client, all that, and slots available. Do I have to use the Going Rogue Test Server or is it currently offline or broken? Also a few times I tried to get to the copying page it said "Page Cannot Be Displayed" if that note helps at all. An answer would be appreciated, thank you very much! =D

The Going Rogue beta server is the one that was being used for the I19 closed beta. I think open is over there too
