Looking for opinions and advice
Well, if you started in the Rogue Isles, you may notice some difficulty with Arachnos mobs that have psi-defense though it's limited to specific mobs like Fortunatas. Dominator's controls share the same accuracy as Controllers' and their ranged and melee are typical in accuracy as well. If anything I would expect one to feel less of a need for accuracy with Mind Control as many of its powers have an accuracy modifier of 1.1 or 1.2 and they bypass all types of defense barring psi.
As for you build in general, I would highly considering hasten and slotting your controls with additional recharge. A dominator's defense is solely in their ability to lock down enemies. Domination will assist you with endurance management as well as making your controls stronger and longer, meaning more endurance is available for defeating your foes. With that in mind, Hasten is essential. The only way to increase Domination's up time is with Hasten and global recharge bonuses.
Also, bear in mind that by eschewing Levitate and Telekinetic Thrust you've limited yourself to a single damage type that when resisted is highly resisted. Mobs that are already problematic due to psi-defense will become even more probleamtic because they often have psi-resistance as well. Carnies and Arachnos will be very cumbersome to fight.
A fair point, but I'm ok with having trouble with specific foes. Not too terribly many have Psi resistance, and it can still be overcome.
I've never bee a fan of Hasten, but I'll certainly consider it.
I should also mention, I started him in Praetoria since I haven't got any characters there.
My first Dom was a Mind/Psi pure telepath.
I'd change a few things about your slotting...
Mesmerise lasts a long time unslotted (44 sec) - I don't know if I'd 3 slot it for sleep. On a Controller I'd slot it as a damage attack. On a CDominator, maybe save those three slots for now. Just one acc one end redux will be fine.
Dominate could use some recharge. My standard SO slotting would be 2 Acc, 2 Rech, 2 Hold for a fast recharging long lasting hold to permahold bosses out of Domination.
Mind Probe is a heavy hitter. Stick the 3 slots in there from Mesmerise and put damage in them.
Confuse lasts 30 seconds base, so 3 sloting for Confusion is not necessary. I'd change one or two of them to recharge. Its good to start a fight by confusing the boss, this will let you do that quicker. (BTW, this also builds Domination and is aggro free, great for when an EB defeats you and you want to re-engage them with Domination up...). Maybe even just one acc 2 rech and give the spare slot to Dominate.
Total Domination: Forget the end redux, its up every 4 minutes base so you won't drain yourself with it. Ideally I'd go 2 Acc, 2 Rech 2 Hold, maybe drop a Hold here? 2 Acc is definitely necessary becuase of the low base accuracy.
Drain Psyche: I'd slot for heal and recharge mainly, it already gives you more end than you can use.
Mass Confusion: Needs 2 acc again, it has a low base accuracy. I'd go 2 Recharge, 1 confuse, 2 Acc. End reduction isnt necessary again. With this and Total Domination 2 slotted for recharge, they both recharge every 2 min 25 seconds or so. This gives you a hard control up every minute nearly if you alternate their use.

For Doms, as much recharge as you can possibly get is preferable. I'd take Ultimo's advice and grab Hasten and build with IOs to get as much recharge as possible.
You can build for, and achieve Permadom by the mid to late 30's without gimping your build. IMO, Permadom makes a HUGE difference in your effectiveness. It isn't a requirement, but I can't think of anything else to build for that is more effective for a Dom than recharge.
Is this normal for Dominators? Are their attacks inherently inaccurate or is it just bad luck?

I have always had weird streaks of bad luck like that. My friends will tell you of bizarre Car Wars accidents where my cars would crash, flip and explode from doing the easiest possible manuevers due to extraordinarily unlucky dice rolls. Once in a session of D&D, I rolled 21 consecutive natural 20s on a d20. In LotRO, I made 250 consecutive silver rings with no critical successes despite a 65% chance of getting one on each attempt. I'll never understand why it is, but my luck does run strangely sometimes.
That said, I figured it was a matter of luck. I'm gathering the accuracy is normal despite my experience. Not a problem, I'm sure the worm will turn.
Actually, I usually do run with Herostats running, and it is often enlightening.
Well, I've not played a Dominator extensively, so I'm looking for some advice and commentary from those more experienced with the AT than me.
The idea of the character is to make a pure telepath. To this end, he's Mind Control/Psionic Blast. This also means leaving out Levitate, Telekinesis and other non-telepathic abilities.
My question is, what do you think of the planned build? What would you do differently, given the concept? How do you think he'll play?
One note, I set aside a few slots for Stamina and Health. They're in Brawl and Sprint, but they're meant for Fitness. Here's the build:

I've been finding him rather suprisingly fragile through to L10. His powers have astonishingly bad accuracy (his Psionic Dart literally didn't hit a target until L8, and he regularly chains together streaks of 8-9 misses followed by one or two hits, then another chain of misses...). Is this normal for Dominators? Are their attacks inherently inaccurate or is it just bad luck? In any case, with his holds constantly missing, even small spawns of 3-4 even minions are chewing him up.
Anyway, any advice or thoughts would be welcome.
