If I slot the +Self heal proc (from Call of the Sandman) or +Placate proc (from Fortunata Hypnosis), would I have the chance to be healed or placated every time Static Field is fired?

Each only have a chance to work on you when you place Static Field.
the rest of the time the procs fire on the speduopet, so theres no benefit.
