I assume you mean 195% global recharge?
95% global recharge isnt perma anything, unless that's also before factoring in hasten?
If it is, hasten is still short perma by about 1 second. Domination, however, would be perma so long as you got hasten up asap.
My perma dom that solo'd the RSF has over 200% global recharge with hasten up. Perma hasten, perma dom, 2 second confuse recharge. The mind/fire that solo'd it had over 188% recharge for all his goodies.
Do the LRSF though, for crazy stuff. It's time consuming as all hell, but SO thrilling and so ego boosting.
I'm crossing over to solo the STF now, which I'm sure will be your next step after the LRSF

all the IO's are under lvl 35 (other than the purps) so i can have a bit of fun exemping
