Traps/Ice build for review

So I have come up with an I19 build for Traps/Ice and would like input on it. Forgive me for having this in two places, the pairing for traps thread ran it's course and I don't think anyone is looking there to comment on the build.

Hoping there are a few more people more experienced with traps than I am to help me along before I start buying IOs and other goodies to make the character work.

The basis is softcap to all positions with near perma hasten.

Besides looking for general input, I am curious about the following in particular:
(1) Would Assault be a better choice than Triage Beacon? If I took Triage would I need to slot it better?
(2) Can I replace Combat Jumping with Stealth? If so, will I remain softcap after being discovered?
(3) Is there anywhere that you see slot efficiency that I am wasting?
(4) If I take hover, can I still use traps powers? Or are they ground only?

Almost all traps powers are ground only, so hover will not work very well.

As for your build these are the things that really stood out to me:

The two triples in Caltrops are probably not needed, as Traps/Ice you will already slow cap anything that isn't nearly immune to slowing, the recharge portion only gets you two seconds and the end cost just isn't all that high.

I would personally prefer better slotting in ice bolt, it does slightly better dps than Ice Blast and much better DPS than Bitter Freeze Ray.

I avoid sets when slotting Acid Mortar, I like 1 Acc/2-3 rchg with the Achilles and Devastation procs tacked on if you have the slots.

The stun chance of Seekers is rather pitiful, while I do understand the draw of a cheap purple set, I tend to lean towards slotting the cloud senses set and shifting slots elsewhere to cover the small loss of recharge.

I currently see no reason to take Bitter freeze Ray, it is slow, costs a good amount of end, does little damage, and you can stack freeze ray fast enough for it not to matter.

As I said up top most traps powers are not usable while flying. I personally love blizzard on Defenders, it still uses the Blaster damage modifiers so it will put out large amounts of damage and as a Trapper you should be able to survive the end crash quite easily.

And for reference here is the Traps/Ice build I have been running:

Comments:

- Put a Devastation Chance to Hold proc in Acid Mortar and fill it out with damage procs. The chance to hold is a must

- Put a Lockdown +2 mag proc in Poison Trap. This combined with the above yields amazing hold results when you go into a spawn.

- I'm not a fan of Frost Breath because it's got a long animation and you're going to be in the middle of mobs where cones don't work as well. I like Triage Beacon for AV fights instead at level 4.

- Switch Hover over to Combat Jumping. As mentioned above, Hover doesn't work super well with Traps.

- I used to 6-slot Aim as you've done until I realized that I can get more out of those slots elsewhere. Every extra slot in FFG gets you about .5% so you can put 3 there and get back 1.5% of the 2.5% of overall. Put one more into Trip mine for 3.75% Melee, one into Bitter Ice Blast to get 2.5% ranged and the last three into straight up defense IOs in FFG. This would give you a total of 49.3% melee defense, 48% ranged and 46.5% AoE. So AoE stays close to the same, but you get bigger gains in Melee and Ranged to help with those mobs that have some level of defense debuff. OR you can use some of those slots to fill out Freeze Ray, Poison Trap and Acid mortar.

Thank you both very much for your input on this. I've made revisions based on your inputs and came up with this. I am not sure how much I will miss having Frost Breath as I did use it a lot so far. However, I can see why it might not be as effective later in the characters life. Also, I had wanted to get Triage Beacon in there.

What this did allow, was getting a lot more hold procs in there and 2 on freeze ray which should help on making up for the loss of Bitter Freeze Ray. I kind of ignored the stats when taking it... wow that is kind of a clunker.

Thanks again for the tips! I appreciate them. A long term goal will be to get the +3% defense PvP IO which will allow me to shift even more slots to things like procs and the like.
