Ya know I wondered that myself since I had gotten a tip and logged off only to find it disappeared and that was in the middle of last week DURING the event. Though I'm not sure whether that's because by selecting the tip mission and doing another's own that it ties the two together; maybe the cause of it.
I myself was never able to find Jack in Irons and people were so preoccupied with other stuff that they wouldn't kill Eochai(s).
On Infinity server, I JUST investigated the tip and it seems to work. Not using it yet, but I have it. Sadly, none of my Virtue toons have one.

The real problem I think people are going to have is that the only way to gain the badges from these Tips is to "complete" the mission.
This presumably means they'll only be usable once before they're wiped away until next Halloween.
Good luck to anyone who still wants those badges before next Halloween.
I think you'll have to convince people to burn their Tips for that.

Through my own sheer stupidity, I managed to miss a large portion of the Halloween event. So my questions are twofold:
1) Do Halloween tips stick around even after the event has finished, and,
2) If anyone has any Halloween tips still sitting around would they be willing to take me along for the ride so I can grab the remaining badges I need?
I managed to grab two of the badges this morning before the event finished, so I only need to run the mission three more times if the tips don't expire with the event.
