Currently, you need to be in range of enemies for it to work.

so i logged back into my old fire scrap for Halloween and BURN is acting funny ... I click it ... it goes through half the animation and fire patch doesn't show up, not visually/not in tray/combat attributes or nothing I'm not even getting the immobilize protection ... so i try it again same thing again, nothing happens, same results ... then decide to jump on some low level baddies? ... finally the animation shows up (fully) and it works, killing them but now I'm getting like 61+ immobilize protection from one click (is it it not suppose to be like 10?) the effects are repeatable, what the heck is happening, what wrong with my scrapper? did it get broken somehow?
***switched to my fire tank and he seems to be working like normal, so dunno.
