can I use
Impeded Swiftness -- Chance for Smashing Damage
on my
Summon Demon Prince
As it looks like all of his powers have a slow component. Would it proc, and would it be better than an other damage enhancement. (although I'd probably give him 4 damage/acc combo enhancements anyway)

It does proc, and it seems to do a fair bit of damage. In particular, it adds damage components to a lot of stuff that doesn't otherwise do noticeable damage.

yes it certainly will. It's pretty common to do so amongst demon summoners.
