Question on perma elude

I was thinking something, about the mechanics of elude, and tier 9 powers with crashes in general.
Take Domination as an example (not a tier 9, I know)
If you hit dom, and wait out the timer, your domination bar crashes. Once this happens, you have to refill the dom bar even if dom is recharged.
If you permadom your build, your dom recharges before the crash, and you can reup on the power. Which means you never have to refill it again.
My question is, do Tier 9 powers follow the same concept. If you slot for so much recharge, that elude or unstoppable pops back up before the crash, and you hit it again, does it reset the crash timer? Or is there something to prevent this? Also, does it stack with itself? That would be nuts. Just wondering if this is in any way a viable strategy. It would be pretty crazy to use the entire SR set as luck mules and skip everything in favor of perma-elude.

You would need 500-600% recharge on it, and that's just really not viable, go for softcap, it's fairly easy to do on an SR character

Back when "tier 9" godmode powers could be permanent, they did indeed suffer the crash, even if you had overlap.

However, it's actually impossible to have them permanent now. The requisite recharge time decrease to do so is beyond the hard limit on how much a power's recharge time can be reduced.

Ah yeah, I see. Just a though. And yeah, I have a dm/sr build that's soft capped. It's easier, I was just curious if it was possible.
