Some Enhancement Questions

I'm buying some enhancements for my tanker, but I find a few things really confusing.

First, there's the Performance Shifter: Chance of +Endurance one. It says:

This enhancement adds a 20% chance to restore 10 endurance.

A 20% chance when? I don't understand how Stamina, where I'm planning to put it, has "chances". Also, lower level is better, right, since they're exactly the same except for exemplaring?

Also, Numina's Convalescence: Regeneration/Recovery says:

Adds a 20.0% bonus to regeneration rate and a 10.0% bonus to endurance recovery rate for 120 seconds.

I don't understand this. Do I click it or something to make this happen? There's a similar issue with Regenerative Tissue: Regeneration. I was planning to put these into True Grit.

Sorry for all the confusion. I just came back to me after years, and I'm a little lost as to how all these work.

Numina, Miracle, and Regenerative Tissue, all stay on constantly in auto-powers.

they've been rewritten to stay constant in auto powers, drop(stop) instantly in toggles, and remain for 120 seconds in click powers.
For example, in Hoarfrost (+hp and self-heal) all 3 powers would have an effect for 120 seconds.

The reason they persist in toggles/auto powers, is that its checking for them every 10 seconds irrc, and thus the effect is persistant.

the +end IO also checks (and rolls) at the same rate, so every 10 seconds, you'll have a 20% chance to restore 10 endurance.

However if it was put into say Energy Absorption (+end for the user) it would do the 20% check on every target hit.

It's a proc. When slotted in a passive power like Stamina, the chance will roll every 10 seconds.

That's a good idea. The 120sec IOs will renew every ten seconds, in a similar manner to the way the proc works (except that rather than being a % chance, it will always fire). If you were to slot these in a click power, it would last for 120 seconds before needing to be renewed by another application of the power. If you were to slot these in a toggle power, it would be renewed every ten seconds while the toggle was active. In passives it's always on so long as you have access the power itself (if you exemplar below the passive power the IO is in, the effect goes away).

This is a bad idea. The way the proc works is it has a chance to give the TARGET of the power 10 endurance. Yes, it will have a chance of giving you endurance back.....but it will have a chance of giving your enemy endurance back too.

I can't imagine a situation where Energy Absorption alone wouldn't be enough endurance gained, so there is no reason to ever put that proc in that power.

I'm very much aware of this, but at the time I couldn't at the think of any PBAoE click power to give an example of.

To clarify, chance for end in a -end power also effects the target.
