First, I would wait to start this character until issue 19 goes live, and you get the fitness power pool for free, or just have a respec ready to go once it hits. Next, I would ditch the melee moves (or, if you want to get Kick for access to Tough and Weave, don't bother slotting them). Ice/Ice/Cold is a very controlling combination, and you can be a powerful "blastroller."

The Slow aspect incorporated into all the powers is what makes melee difficult. They will take longer to get to you, so you will have to actually go to your enemies to use the melee powers, as opposed to just blasting until they reach you, then resorting to punching them in the face.

Definitely take Aim. It's worth it for putting strong things down quickly (i.e. trumping a Paragon Protector's Moment of Glory defense boost).

I recommend taking Bitter Freeze Ray. Yeah, yeah, long animation, whatever... Use it as an opener. Open on a 4 enemy mob, you can freeze 2 by following it with Freeze Ray, and make things much more managable. Or freeze the boss before they can get off a single attack. I find it is worth it.

There's my 2 cents.

@Winter. Because I'm Winter. Period.
I am a blaster first, and an alt-oholic second.

When is i19 going live? Have they even announced a date yet? It seems very early to stop planning characters because of that.

Um, I am assuming the melee attacks are set mules for ranged defense. The nice thing about that is melee does more DPS than ranged so if a mob is controlled anyway, you might as well finished it off with melee attacks.

If you can fit it in, yeah the build up powers are the bread and butter of blasters.

Meh, with so much slow and capped ranged defense I doubt you'll see much use for a long animation second hold. Once you freeze the sapper/other problematic enemy you'll be too busy killing stuff and fending off return fire with capped ranged defense to worry about another single target hold. Any enemy group powerful enough to actually threaten you will either be too numerous for a single target hold to matter or too powerful to be affected.

Any bosses affected by the stacking holds of Freeze Ray/Bitter Freeze Ray can just be slow kited anyway.

Keep Ice Sword, its a great attack Frozen Fists on the other hand isn't all that great. I'd say its a great build for the good price but you're making too many concessions in order to get to the soft cap. for instance you didn't take Freeze Ray, big no no, its a fast animating mag 3 hold that can perma hold bosses with two applications.

I'd highly recommend taking combat jumping as well as maneuvers so that way you can use less set bonuses for defense and slot other powers accordingly.

I did what you said and dropped shiver and Frozen Fists for Combat Jumping and Freeze Ray while maintaining capped range defense. Here it is

PvP or PvE. And also due to the hard date on the Halloween event ending the 31st I am guessing i19 will be the 2nd

That is better, I'd highly suggest trying to get at least two more slots into Aim and Build up.

you still have 2.5% ranged def six times (only the first 5 will count towards global bonuses). You could swap the Thunderstrikes in Chilblain for Trap of the Hunter, but i would suggest dropping all slots from Chilblain.

I'd also suggest dropping Frost Breath. It's a decent power, but seems like those slots would be better used in Aim and Build-Up.

anywho, i added Hoarfrost and my thoughts
