He's invisible on one of the ledges.
You can try slowly moving around without any stealth and hope he sees you and attacks, thus flushing him out.
Or, abandon the mission and re-take it and be careful about where Maelstrom goes.

Im doing this mission, "Assault Neuron's Tower" and Maelstrom jumps of the tower disappears but doesnt die. Has anyone encountered this? Were does he go?
