So, when I was playing the Going Rogue demo, I managed to do White, then Washington, then Cleopatra all while being Resistance (I'm more if Reese is going to make me a mole I should go higher than Wrencher so I saved him and start Resistance). Now, I purchased the game and I teamed with people who got me to 10 before I finished Washington and I went to talk to Cleopatra and she won't let me start her quest line. My question is:

Is there a level restriction on quests which is why I can't activate Cleopatra's quests?
(I ask this because I was maybe 7-8 when I started Cleo's chain in the demo.)

Is it White > Washington > Cleopatra for "Resistance mole keeping Loyalist cover" branch?
(It would be great if White lead us to Washington who lead us to the next; but alas, that doesn't appear to be a feature.)

You have out-leveled Cleo's arc.

Every contact in the game has a level range, yes. If you outlevel the contact in the middle of an arc for them, you'll usually be allowed to finish that arc, but you won't be able to start new arcs from the contact in question. Paragonwiki should list the level ranges for most, if not all, contacts. For instance, Cleopatra's range is 1-10; she'll refuse to give missions to a level 11 character (though a character who reaches level 11 in the middle of her arc should be able to continue to get missions until the arc finishes).

That's one way to play a mole in Nova Praetoria.

There are four "tracks" through all of Praetoria: Crusader, Warden, Responsibility, and Power. Crusader and Warden are technically "Resistance", while Responsibility and Power are technically "Loyalist." That said, any Praetorian character can take on the Warden and Responsibility arcs in their level range. If you know where the first contacts in the Warden and Responsibility chains are in each zone, you can even walk up and introduce yourself.

However, to play the Crusader arcs, you have to be at least a nominal Resistance member. To play Power arcs, you have to at least pretend to be a Loyalist.

If you want to play a mole, simply play the arcs from the opposite of your intended alignment. For instance, if you're a Resistance member, play Responsibility and Power arcs. From time to time, you'll be prompted to call your initial contact (Scott in this example) to influence plot events.

If you've been reading closely, you've picked up on one apparent contradiction: if you want to infiltrate Power arcs, you have to at least appear to be a Loyalist. If you want to run those arcs as a double-agent, you'll need to make the appropriate Moral Choice when one is presented (i.e., choose a Loyalist option when one is presented). You'll then be able to talk to the appropriate contact to begin a proper infiltration of the Power Loyalists.

One more thing. You can only play a double agent on behalf of the side you chose in the tutorial. If you initially chose Scott and the Resistance, you can only be a Resistance plant. Even if you later get Marchand as a contact and appear to be a Loyalist, you won't be able to run Resistance arcs as a Loyalist mole.
