Yeah, she's in Praetoria but the only way for a Praetorian to get the salvage for her is either through emails or the trade-house... or so I've read.
She's not there. Bugged.

I've visited her multiple times, and she's always been there. The wiki page reports that some players have difficulty finding her. I don't doubt that it is a bug, but I would try again:

it's not a bug... she was there for me.. I know the spot.. and on another character (yeah.. I am an Alt HO... cant help it) she wasnt.. so I sat there.. went and got a drink.. came back and she had appeared...
so that tells me she is on a cycle of some sort... you just gotta be patient.. she will Come... patience.. and timing..thats all it takes...
