Ice/Rad Reborn Hi all, I would like to throw in a new twist to the Ice/Rad Controller. Most folks would pish-post if I told them that my ice/rad can melt down +4/+8 difficulty mobs. Well.... It can thanks to 14, yes 14 chance for damages, two great confuses, and two chance for holds. Here's the build's powers and what I have on them: 1. Chilblain: 6 slot Enfeebled Operation IO Set 2. Frostbite: 6 slot Enfeebled Operation IO Set 3. Arctic Air: Chance for damages (Malaise Illusion, Cacophony, Impeded Swiftness) Coercive persuasion chance for confuse and coercive persuasion end/conf, malaise illusion end/conf 4. Ice Slick: 2 rech 5. Radiant Aura: Miracle end/heal, heal/end/rech, end redux 6. Rad Infection: Achilles heal chance for res debuff, Touch of Lady Grey chance for damage, Dark watchers despair to-hit/end, DWD to-hit/end/rech, DWD Chance for rech slow 7. Enervating Field: 2xend redux 8. Choking Cloud: Chance for damages (GW Embrace, Neuronic Shutdown, Unbreakable Constraint), Lockdown chance for hold, Basilisk chance for rech slow, Unbreakable Constr hold/end 9. Fallout: Siphon Insight set x 5 10. Lingering rad: 1xacc 11. The following powers have IO set Kinetic Combat 4 slotted: Brawl, Boxing, Kick, Flurry) 12. Hasten: 3xrech 13. Super Speed: Blessing of the Zephyr KB Protection 14. Hurdle: 1xJump 15. Health: Miracle +recovery, Miracle Heal, Numina regen/recovery 16. Stamina: Performance Shifterx4, I took the chance for end in that set 17. Tough: Reactive Armorx4, Steadfast Protection defense+3% 18. Weave: Gift of the ancients def/end and def/end/rech 19. Maneuvers: Gift of the ancients def/end and def/end/rech 20. Indomitable Will: 2xrech redux 21. World of Confusion: Chance for damages (Eradication, Obliteration, Armageddon, Scirocco, Cacophony and Malaise) 22. Mind over Body: Reactive Armorx4 Nets you 41% defense to smash/lethal and 64% resistance to smash/lethal. Although it does limit you a bit to that damage type. You can still mish just fine, since you also have around a 32% to-hit debuff from rad infection. All in all, the build has 3 aura confuses from arctic air, world of confusion and the contagious confuse; it has two holds from choking cloud and Lockdown; it has some damage mitigation from the 3 recharge slows from arctic air, basilisk gaze and dark watcher. What you have is a very survivable build, with some wonderful fireworks roughly every 8 seconds from 14 chance for damages. And it also has two resistance debuffs, one from Enervating field and the other from Achilles heal. Try it out and have fun with it! |

Well I decided to just go with the build I made... I haven't used a build i've made in awhile... if anything is needed to be changed (that I think needs to be changed) ill change it... That was a nice build though, thosee 14 dmg procs would be sick!

I have an Ice/Rad at 50. This is the build I used (and half implemented). With Stamina now inherent I would probably do it a bit different. Note the weird choice of Invisibility as a power--useful here because it actually suppressed AA and Choking Cloud without shutting off the toggle and invoking cast and recharge time.
The critical power for me was Indomitable Will, and making sure that perma or close to it to keep toggles from dropping. I see some places I could improve slotting (I'd probably remove procs from AA and replace with 5 pieces of the purple confuse set + 1 endurance reduction).

There are a lot of different goals to IO slotting. I prefer to slot the powers to be more effective, while others will sacrifice some of the effectiveness of the power for better IO bonuses.
From my perspective, your build needs some work.
Block of Ice: That 5th Baz Gaz in getting you 5% Status Resistance . . . which is pretty worthless. I prefer to 6-slot BoI and add some Damage in there. One option at level 47+ is Hami-Os -- an Acc/Dam and a Dam/Mez work well. Damage in BoI can add a lot.
Arctic Air: Arctic Air is a great control power, and with the right slotting it becomes even greater. It really needs to maximize for Confuse. Confuse and EndRdx are more important than Damage procs. And then the most important proc you could put in there is the "Contagious Confusion" proc from the purple "Coercive Persuasion" set. It seems to make AA much, much, MUCH more effective since the confusion from the proc lasts 10 sec. That is longer than the confuse in the power.
AM: I like to slot the Efficacy Adaptor set in there. If you have enough global Recharge, then slot 6 of them for an extra 5% recharge, and the other bonuses are good. If you don't have enough Global Recharge, use a common Rech for the Acc/EndMod.
Health: I think it is overslotted. I understand you were going for the HP bonuses, but I would drop the two Heal/EndRdx to use those slots somewhere else.
Ling Rad needs Accuracy. Its main benefit is for the -Regen on AVs, and you won't hit those AVs without some Accuracy. An Ice/Rad can take it later, as you already have other slow powers.
Stamina: Replace the EndMod/Acc/Rech with the Chance for +Endurance Proc.
Glacier: Replace one of those Baz Gaz with an Acc/Hold/Rech, or maybe an Acc/Mez Hami-O.
Weave: The defense you are getting from Weave is minimal. If you want to build for Defense, go all out. But a small amount of Defense doesn't do much. I would suggest dropping Weave.
Choking Cloud: The unique way this power works means that you really, really need to slot it up for capped Hold. Hold and EndRdx are more important than damage procs. My Illusion/Radiation guide explains the mechanics of how it works. If you want to spend some Infl, you can go with 4 Unbreakable Constraint, plus the Lockdown +2 Mag proc and a common endRdx.

I really love that build you posted... I changed it around so it has no purples, and its still really good. Still perma hasten with insane amounts of recharge.

Glad you liked it. I took a moment to repair some holes in it now that Stamina is becoming inherent. I also changed a few slots (took damage procs out of Arctic Air to replace with 5 pieces of the purple set.) I'm showing 150% recharge with Hasten active. At first I thought that was a bug but looks like the real numbers after picking up an extra 20% recharge from the two added (and FYI, cheap) purple sets. Indomitable Will has 10 seconds of downtime still, so I will have to watch not to get mezzed during those seconds.
Also changed some slots to ease the endurance cost of Psi Tornado, which is problematic before. Newly picked up powers are Chillblain (yay single target damage), Mutation, and Flash Freeze. Note the three unused slots (2 saved for Stamina, 1 for Health). I play this character very aggressively on teams, leaping in with AA and Choking Cloud (sometimes with Invisibility on so it doesnt hit them til I'm well positioned), and firing Glacier or EM Pulse in each group. With this amount of Recharge Glacier is up every other group, and EM Pulse every third one or so, so only in about 1/4th of fights is one or the other not available.
