Is Willpower to strong seeing how it is used by majority of brutes I see at least? Opinions vary but to me it is, anyone else have opinions on it?

Yes, it is very strong, and extremely easy to level, hence why it is one of the most popular sets.

While Inv has slightly higher overall defenses when IO'ed out, Willpower comes pretty darn close.

The only flaws WP has is a big weakness to -Regen debuffs, and its Taunt aura is fairly weak. But even those weaknesses are pretty minor compared to all its pros.

Willpower is the set of choice for soloists. Being able to not watch your health between fights is golden and provides for much fun while focussing on managing the chaos around you with your primary.

I don't know if I'd say it's actually better than all the other sets, but it is easy to use and it fits Brutes very nicely (Regen + higher HP cap). It's a very good set with plenty of exotic defense/resist and only a weak taunt aura as a downside. It doesn't rely on clicks and doesn't require gobs of recharge to be effective, making it very user-friendly. Also, QR allows Brutes to keep fighting longer, retaining Fury where others would have to take a break.

That's all great, but is it better than a softcapped SR or Shield? Can it handle incoming damage like a Invuln? Does it pile on extra damage like Fire? Dark, Elec, Energy and Stone each have some weak areas for Brutes, but none of those are bad choices, either.

WP is a very well rounded defense set but it's not 'too strong'. It does have weaknesses... spike damage being a big one. Where it excels is against fast attacking low dps mobs, such as Council. Where it falters is against slow attacking heavy hitting mobs, such as the PPD Peacebringers you see late on. Regenerating 100+ hp/sec works well when they're trying to tick 20 to 40 you to death. It doesn't when three mobs slam you for 500+, then do it again a few seconds later.

IOs fix this, but IOs make every set better... and frankly when IO'd other sets begin to seriously outclass WP.

Brute+willpower+rage=facesmashing goodness. Get stamina, quick recovery, and fast healing. That means you will rarely run out of end which means your rage bar will max. Max rage bar means more face smashing. I love willpower. I take over just any other set.
