Softcapped vs all is really nice.
The main worry I'd see is your end usage: That's a LOT of Oblit's in some hungry attacks.
But it would probably be manageable.

Think you could tweak it to your playstyle then?
Edited from the build above for slightly more recovery and recharge time. The build above also had errors with the IOs being at level 35. Still soft-capped for melee, ranged, and AoE!
