For high ST: MA, Nrg or BS
BS has Parry to boost your def if you are going for def secondary.
KM also good but I don't seem to be able to get CS recharge my BU right out of hide. Odd.

The OP really wasn't asking for what people thought was the best set.
Tangler, if it's a choice between NB and Claws, then they both put out somewhat comparable single target damage. IMHO due to claws' reliance on quick recharge and quick animating attacks, NB will put out the dps with less strain on your endurance bar, but with fitness going inherent and physical perfection available via ppp's, then it's a bit of a toss up, endurance-wise.
Having said that, go with claws. Shockwave (to answer the second part of your quesiton) is good AoE if you learn to use it (back up a step or two after using Eviscerate and then unleash the shockwave.) Not only that, you get Focus. Love me some Focus. Range, Knockdown AND Damage! My favorite power in the set.

Shockwave is a very decent aoe power but I always tell myself that I should be happy that my stalker even has aoe to begin with. Hell, I am even happy with NB's flashing steel.
Claw and Ninja Blade's gameplay are quite different. As a Claw, you have two range and you should try to knockback the mobs to an obstacle. As Ninja Blade, you may need to use the defense attack and try to find a good spot for Golden and Flashing Steel.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
These happen to be my 2 high level Stalkers (50 Claws, 48 (and counting) Ninja Blade).
I haven't put much thought yet into what is "better". So I will now...
They're both pure lethal, so no advantage there.
I finally took Flashing Steel (for lvl 47 power) and I regret taking so long to get it. I solod for the most part but am using ITFs to get the last few levels. With it I contribute a good deal more for spawn munching. When you line it up correctly, Golden Dragonfly is beautiful if you happen to get a couple of crits.
Claws only has Shockwave for aoes. Though it's very good at what it does, you do have to use good judgement before using it with teams.
I do have to give an advantage to NB for aoes. Also, Divine Avalanche is a fine power regardless of whether you have a def or res based secondary, or regen for that matter (which is what my NB/ is).
Claws does give some interesting options for a ranged attack chain, especially with a PPP ranged attack included.
So now that I've thought about it, I'm going to give a slight nod to NB over Claws.
