Denial of Service has been erratic since it was introduced. My best suggestion is to start from the southern vendor or Tunnel Rat in Nova Praetoria and head directly towards the Sonic Barrier Generator. Do not use super speed or flight. You should not need to get past the barrier to get the badge.
The other popular spot is the "bridge to nowhere" in SW Imperial City.

Ok tried flying/walking through barriers and have yet to recieve badge....so what's the trick?
