The devs have since implemented a feature for channel moderators which automatically removes inactive globals. Unless it's broken, there should be fresh openings on a regular basis. Ok, so I have no idea what their idea of regular is but I'm assuming it's per account and not a collective harvesting every full moon. This gives folks a fair shot once a day.
There's other public channels to join if you just need a fraction of VU's sheoplesources. Yeah, I just made that word up.

*I'd ask each channel moderator what their rules are. Some allow occasional chitchat, some allow neverending banter but have specific rules on individual spam and/or hot topics. Some don't allow any social chat outside of their channel function to keep the focus on teams. The flowchart above is how my brain understands the order of the Virtue globalverse.
