Concentrated Strike does not instantly recharge Power Siphon for Brutes (or Tankers), only for Scrappers. It is intended to replace the Critical Hit damage Scappers usually get in their powers, as well as the greater chance to crit usually associated with Scrapper tier 9s (or sometimes tier 8s), that is not there for Concentrated Strike.

I just picked up "Concentrated Strike", and am confused.
I thought that after I used it, "Power Siphon" was supposed to automatically recharge, but that is not occurring?
I ran a couple of quick tests, thinking maybe it just grants the power without recharging the existing power, but I do not get any indication of that either?
What am I missing?
