1. They can't. The engine doesn't' support it at this time and they don't see it happening. (See also stretching powersets.)
2. It's too expensive to do. Power Customization falls in here. Asked for for years, we were given an explanation of just what they were looking at to do it - the studio was at 15 people or so for quite some time and this would take up ALL of their time (literally, we were told "If we did this, don't expect anything else for a year or so while we work on it.") They were bought by NCSoft, turned into Paragon Studios, given money and put on a hiring spree (now over 60 people) so it became doable, and they did it.
3. They won't. It's completely doable but against the direction they want to take the game (or otherwise hazardous.) Complete respecs (switch AT during respec, switch primary/secondary, etc.) fall in here. Something major has to change for them to change their minds on this. For example, merging the markets. There are people crowing about it without giving much thought as to *why* they changed. When GR was announced, the devs were talking about "gun runners" moving things from one market to another. The currencies were separate, and their projections - at the time - were that a market merge would be bad. What tipped that? A third market, with a third type of "money," as well as people switching sides (initially with INF going "into escrow" until you came back.) It went from bad to a better solution than what they were working on.
As far as the OP?
1. Post in Jay's costume request thread. He does read it, though he's apparently "overwhelmed" at the moment at work.
2. If you want more points to put things (legs, arms, etc,) we've been told there's basically one anchor point left that they can go on, so it's not a small undertaking.
It takes a long time to overcome engine limitations. What we have today simply wouldn't have been possible back at launch; but it is amazing what a team of programmers who are intimately familiar with the code and how the engine works can trick that engine into doing.
I think bringing up epic phail as your example is not a good start to your thread. If you want something specific, make a list.

"Epic phail" did/does some things better than CoH. Ignoring it is pretty counter productive to improving our game as a whole.

Point is, a suggestion is only interesting to discuss if it is an actual suggestion. "Do it like that does it" is not, in fact, an actual suggestion, because it expects me to dissect the thing in question and try and surmise which of its good qualities the poster was referring to, provided I even agree that they are good.
All I got from the OP was... Asymetrical design? I think? Which we already kind of have that, but I guess we don't in the way he's picturing it, which is... What? Customizing each glove differently? I guess, but then... Is that all? Because that's not much.

I think there are really good stuff from CO that could be worked for CoX
Asymmetrical customization I would like, an expansion on the Cyborg Arms ability. I don't think the OP was asking for a character creator like that other game, at least I hope not, because that thing was kludged.
The title, and now an explanation.
What I am asking for is something with more customizing specific bits so someone could create a character with 2 peg-legs...
What do you think?
