Everything I've seen suggests you need a level 20+ hero, rather than a Praetorian or villain who's become heroic (and the same for VEATs and level 20+ villains).

Wish I could find out either way. I'd be surprised if you could, but it would be really nice. I don't like any of the Hero archetypes 
It has to be a hero in Paragon to unlock the HEATs. It has to be a villain in the Rogue Isles to unlock VEATs.
Have you actually tried playing any of the hero archetypes or are you just assuming you wouldn't like them?

Yes, I started CoH a week after it came out. Once CoV came along I fell in love with it. I had a few heroes in the teens and one at 27, but I preferred the Villain archetype combinations way way more.
To be honest. I've not even sure it's worth unlocking HEATs since I dislike heroes so much.
p.s. if you're wondering why I haven't just leveling my Heroes who are in teens it's because I started a new account after I gave my little brother the original.
I'm not sure why you would like the CoV AT's and not like the blue-side versions, but I could easily see why you would dislike the older blue-side content. (Yes, that discussion's been done before.)
Could you elaborate on what you like to play redside? If you like Brutes, I would expect that Scrappers would not be terrible. If you like Corruptors, I would expect that Defenders or Blasters (depending on your style) would be a reasonable pick.
Or perhaps what really stood out about Blueside ATs that made you not like them?
With Going Rogue can you unlock PB/WS as a villain by defecting to Hero or does it have to be a lvl 20 hero archetype?
I have a lvl 20 MM, and I was wondering if I could go Rogue, then Hero and see if PB/WS were unlocked since I would technically have a level 20 hero.
Possible?
