The Carnival is an anomaly of a villain group, whereas they only appear hero-side from level 40+, but they appear in a weaker state (not all mobs actually have the end drain) from level 30+ villainside. Previously, this had led to some issues in AE, and now it can lead to a level 30 PB/WS having to face down the barrel of a level 40 Quantum's rifle. I ran into a level 40 Quantum Carnie the other night on my 37 WS and was quite happy that she had gained a few levels redside beforehand or it would have likely been quite messy.

I'll have to run more missions on the redside now that I have gone Vigilante, but I'm suspecting they do show up over there. |
