Recreating copyrighted characters *anywhere* is in fact against general copyright laws. That's why several "hero builder" games online had to stop producing their games, because Marvel lawyers got angry with them.
So... no. If there are, that's up to you what you make of them, but no. Not in COH, as it's strictly against the rules.
There are, I know where they are, but... if you're just going to use em to recreate things other people own? No. If you somehow meant "I want to create my city of heroes character in an offline game" ... google is your friend.
