That's caused by a laggy network connection or one with very little bandwidth.
I am currently running on an iMac at college, and unfortunately I have to use a wireless connection. The game is often jumpy not necessarily lagging because I can still move like normal even with the graphic settings turned up however everyone will jump from one place to another, is this due to using the wireless connection, if so is there anything I can do to fix it?
