Electric Cages graphic issue

every time there is an electric troller/dom on my team and they use electric cages i almost completely freeze. everything becomes distorted, almost like they are exploding, and I slow down to like one or two fps. i have tried turning all my settings down, dropped my particle count, several times, updated my drivers (they were up to date) and i dont know what else to do. once the cages are no longer on the screen, i am perfectly fine, no issues whatsoever. any advice would be nice. i have an nivida geforce 8800GT
