I think that it would be more thematically appropriate and also would increase the viability of taking this power if it had an added aoe effect similar to Demoralize effect thats present in the Assassin's powers.
Thematically it adds a "Oh my god, why is he getting up again!?" sort of fear that causes people to run for safety or be deeply shaken by the inability to stop their foe despite their best effort.
Viability wise it'd give the user a better chance of getting up and not being instantly gibbed by any nearby mobs, much how Rise of the Phoenix has its fire damage/stun/invincibility effect and Soul Transfer has its Stun I think the addition of a Demoralize or AOE Terorrize effect would greatly improve this power.
Now i know some people will say "what about Revive? it's got no mitigation in it." well to that i shrug and say I don't know but it makes sense (to me at least) for Resurgence to have some sort of shaking effect on the enemies near by the person that wont just go down instead of "Oh hey, he's getting up." *gun shot* "Stupid capes" *goes for coffee*

I'd rather they give Resurgence and Revive a few moments of Untouchable like they have with Soul Transfer (yes, Soul Transfer has 15 seconds of Untouchable) and RotP.
