Here is a list of all the contacts, its from Zombie Man's Guide to I18.
You can walk up to any of the first contacts in an arc and talk to them. Talk to them twice to get missions, and there you go. The contact hand off in Praetoria needs some work still, a lot of people are in your same boat.
You should have either (or both) Calvin Scott or Provost Marchand in your contact list, call them up. They are supposed to give you new contacts at levels 5, 10, and 15.

well i recognize some of the names you are listing...you could have tapped out in NP.
Have you gone over to Imperial City ?
I have crossed over 4 guys now and working on another. I have not had one contact dry spell yet. Most of my quests contacts after NP have been through my base for my faction. From there they send me to other contacts top side.
I have been sweeping in Imperial for the last 2 levels.
The guide helped GREATLY. I got contacts now and missions. Thanks for the help.
I am in the same boat. I only have White and Scott as contacts and Scott tells me to come back at 14. I am level 11. I am an old crusty vet and I felt completely frustrated. Is this a bug? Or intended? because if it's intended and you have to hit the boards to find out the location of contacts to get new missions, I will be staying blue or red from now on. Looking at Zombies guide now.

If you can't get to the next grouping with six contacts and two morality missions, then I suspect you're doing something wrong, because I had to play half of Praetoria with XP off to just get all the Loyalist or all the Resistance arcs done in time.
