Not every bugfix gets posted. It could fix an exploit that was found since I18 was launched, and so if the fix was posted of what happened to get the exploit to work, then on live many people would use the exploit until it was fixed.
So, it's better to just have some undocumented fixes on test, which get documented on live after the bugfix is there.
