tips from enemies below lvl 20?

i was doing a posi pt 1 tf with my rogue and even though posi pt 1 caps at lvl 15 with some lvl 16 baddies, i was still getting tip drops

this is a bug im guessing as they said they wont drop on lvl 19 and under baddies

i have already /bugged in game but was wondering if anyone else has experienced this

I got this on my huntsman. I was SKed down to run a Cavern of Transcendence trial and while we waited, someone killed some hollows mobs, and I got a tip. I tried later on some lower level mobs when I wasn't SKed and didn't get anything. So I think it's tied in the the SK system somehow.

yeah, the rogue toon i was using was lvl 50, so he was exemp for posi
