Advices for Willpower

I was planning to create a /Willpower Scrapper, so I would like to ask for the classical advices: which powers are essential and which ones can be skipped, if Fast Healing & Quick Recovery normally substitute (or are picked together with) Fitness, if Resurgence is useful, etc.
I know that maybe it's the millionth time someone ask you about this, however anyone can help me (or, at least, send me to a previous thread about the argument)? Thanks.

The only Willpower powers I don't take are Resurgence and Strength of Will since I generally don't plan on needing either.

I definitely reccomend taking the Fitness pool as well. More than anything, willpower is about the regen and Health will add to that. Ditto Stamina - you can never have too much endurance, especially if you intend on running Tough and Weave, which I reccomend also.

I have done several WP characters including a WP/Fire Tanker (to level 50) and I always take the first 7 powers and skip the last two (Self-Rez and SoW). These last two powers are not bad, just that I personally have an aversion to powers that depend on death as the "set-up" or which come hand in hand with a "crash". Functionally there are NO skippable powers. For day-to-day, and battle-to-battle all-around usefullness, take the first 7 powers.

If you build it right, you should not be dying so resurgance is a waste. SoW can be handy in pinch times. Hitting it right as Rom goes down for the first time in the ITF so you can have the extra mez protection to fight through the stun cany be quite handy. But still I would consider it an optional power for a tight build. If you do take SoW, I would not bother putting extra slots in it. Just one resist is fine.

Oh it does make a good mule for Steadfast 3% Def IO or the PVP version.

And yes you do want Health in addition to Fast Healing. Probably stamina in addition to QR if you are running Tough and Weave as well.
