Yes it's a definite improvement over the Statesman era fire tank gutting (that moron), so it's more of a slight 'walk back' to Burns former glory, over say War Mace which was always terrible before it's suite of updates.

One nitpick some of the older crowd has over an improvement like this, is that we remember how these various powers and mechanics used to work, and the current Burn even with this buff is a marshmallow campfire comparatively.

At the risk of uttering a totally pointless statement, a pre-i5 fire/mace tank with 50% HO's would obliterate an i19-fully pvp io'd/purpled-Incarnate- shield/ss by every measurable metric.

I've always been more conceptualist than farmer. More interested in controls rather than passive mitigation and simply dealing damage. I can't do the tunnel vision of worrying about damage, defense, resistance, regen and heal. It's not complicated enough. So for me it's not great. I would rather a build with this type of Burn and a build with the Burn with fear.
