Just to note: I got the same thing (running Windows 7 64-bit), and now the updater is getting stuck at "Checking Updater".

I did a re-install as well, and selected the default file location (C:\Program Files(x86)\City of Heroes) instead of the old one, and seems to be getting through. Currently fixing files so it may be a while.

Interestingly, if I try to add old files to speed up the process (like copying over the piggies to the new location) the updater checksums them, and then gets stuck at "downloading file manifest."
Guess I'll be re-installing everything at 4 kb/s... Ugh...
