Even if a person is standing still on a planet, the planet itself is travelling at it's own velocity in addition to spinning on it's axis while the starship is travelling at a different velocity in order to maintain orbit over the planet. If they didn't have a way to circumvent/neutralize the differences in velocity would fly off and splatter against a bulkhead.

I have no idea how an inertial dampener would work but since they have them in place to keep the living alive through warp speed and such it seems only fair the transporters would have a default setting to cancel inertia.
