Currently, the Going Rogue Tips System works as such:
After Defeating an Enemy, you may receive a tip mission.
Upon Investigating a Tip Mission, you can earn a Fame point toward a new alignment.
Once you receive 10 Fame points for an alignment, you can perform a Morality Mission to change sides.
However...
Neutral Characters cannot take missions from contacts not of their "base" alignment. (A Vigilante can only take Hero Contacts, and a Rogue can only take Villain Contacts) They are restricted to Tips, Radio/Newspaper Missions, AE, and Teaming. (I.E. A Rogue could receive a mission from Dean MacArthur, but not from Field Agent Keith Nance. She could team with a Hero and perform the arc, but she cannot take the mission herself.)
Now, random missions are fun, but they're random. There's just something odd about being in a city where no one will speak to you.
So... why don't we introduce some special Going Rogue Contacts?
Morality ContractsA Morality Contact is an NPC within a given zone who offers missions to characters regardless of alignment. These story arcs explore the gray side of Paragon City and the Rogue Isles. These contacts don't directly change alignment. Instead, they offer Fame Points and a badge based on your moral choices throughout the arc. (You can only receive an Arc's fame bonus for a particular alignment once. If you revisit it through Ouroboros and follow the same path through the arc, you will not receive a fame bonus.)
These fame points don't count toward your Tip Limit for the day. You could consider them a single use "shortcut" to a particular alignment.
Here are some examples of existing redside missions that could be converted to Morality Contacts. My only 50 is a Brute, right now, so I'm not as familiar with Blueside arcs.
*Side Note: If you do not have Going Rogue, you are restricted to the "pure" path through the mission. The morality options do not appear.

Captain Petrovich: Iron Widow [20-24]
In Captain Petrovich's story arc, you track down the mysterious leader of the Scrapyarders: The Iron Widow. At the end of the the arc, you "Kidnap" the Iron Widow from the Council base she's held up in and return her to Captain Petrovich... who promptly sends her to safety. Moral Choice Modification: The Scrapyarders have been a thorn in the side of Cage Consortium for years. They'd pay top dollar to have their leader in custody. At the same time... their working conditions are absolutely horrible. You can see why they're so willing to rebel. Villain Choice: Take down Petrovich's men and turn Iron Widow into the Cage Consortium. Rogue/Vigilante Choice: Take down Cage's Goons while Petrovich takes Iron Widow to safety!
Terrence Dobbs: The Arachnoid Cure [40-44]
In this story arc, you track down Biff, an Arachnoid searching for a cure to his current state. In the Villain version of this story arc, he bribes you to let him go. Normally, you fight him anyway because you're evil and that's what you do. But what about this? Moral Choice Modification: After learning about Project: FURY, you were shocked to find out that Arachnoids are the failed remnants of a super soldier program! Biff, the leader of the Arachnoids, may be able to find a cure... if you accept his sizable bribe and let him live. But if you kill him, then you and Mr. Dobbs can surely make a killing providing extermination services to Recluse and his goons. Villain Choice: Kill Biff to keep him from developing the Arachnoid Cure! Villain Choice 2: Accept Biff's Bribe... and Kill him anyway. Rogue/Vigilante Choice: Accept Biff's bribe and let him go! Rogue/Vigilante Choice 2: Offer to help Biff find a cure for his condition... for a fee, of course. Note: Accepting the Rogue/Vigilante options for this mission will unlock Biff as a Neutral Contact (See below).

A Neutral Contact is an NPC who works freely with characters of any alignment that can normally reach him. They do not offer a moral choice like morality contacts do. Their missions are identical regardless of who started them. Some examples...
Hardcase: [30-39]
A Demon Hunter in St. Martial. Hardcase is the most heroic contact Redside, so he shouldn't have any qualms with asking Vigilantes for assistance.
Ashley McKnight/Montague Castanella/Percy Winkley: [10-50]
The Midnighter's Club is already a neutral zone, so it's contacts shouldn't be afraid to ask for assistance from Heroes and Villains.
Tina Macintyre/Maria Jenkins: Rogues don't really have the reason or desire to actually rescue Statesman, so this applies more to Tina then it does to Maria. I'm just including both for the sake of completion. After all... a Praetorian Invasion of Earth would be bad for everyone, wouldn't it?
