Well I have decided to help a buddy of mine that understand absolutely nothing about IO's and sets or crafting them, unfortunately I have no experience with scrappers or his combo at all. I believe he is looking for something soft capped if possible, but any suggestions would be great as to what could be expected with his possible builds.
