Seems like the PvP in this game has to be in the most pathetic state that I've ever seen. I unsubbed for a couple months to see if a break would respark my interest in PvP, and lets just say I've been resubbed now for about 2 weeks and I've signed on once. After playing Battlefield: Bad Company 2 for the PC I just can't seem get back into CoX.
I guess I'll hang out until going rogue and see if the infux of players helps the PvP scene, but I seriously don't expect any miracles.

But yes since the dev's hate pvpers and have killed this game single handedly no one can get back into CoX
RV is where it's usually at, although I've seen quite a few people in Siren's Call now that you can use up to lvl 35 powers...
