I've been toying around with the idea of making my Illu/Therm's build even more recharge intensive in order to get PA perma. I've got PA down to 61.1 seconds recharge, but I've heard conflicting information about whether PA needs to be at 63 or 60 seconds recharge to be perma, so I'm not sure if it's enough.
