Push the Fighting Pool down below Fitness. You won't want to be running Tough/Weave and also blast without Stamina.

Arg I screwed up..
I was going to post also that you should ignore how the powers are placed as I just place powers for slotting bonuses and really for leveling purposes.. As I level I slot what is needed. So I would be doing exactly what you said, of course what was in my mind never came across to posting, sorry about that..
I was more interested in what people thought play wise.. Others sometimes see something I might have missed. Not that I feel every build needs to be "validated by forum members" but it sure doesn't hurt to see what people think.

The build is a cheap end build. The toon is already 50.. I would probably purple out any set that I didn't need for defense, assuming I had the money. Maybe that would free up some slots for other things.
I'm not crazy about the endurance ratio, but nothing much I can do without swapping out some IOs for endurance component. Which I will do after some play testing if needed.
I was able to defense cap Ranged at 45% and almost capped Smash and Lethal. I think my issue is Cloaking Device will have some defense suppressed. I do not know how much will be suppressed. Anyone have a clue ?
