The answer is... you've been neglecting it. 
It's a known bug. If you ignore the base long enough, and have no rent to pay (either because you were on the smallest size before the last set of changes went through and haven't gone into since then, or because you have nothing that charges rent), the power and control will go into a form of hibernation. We have no idea why.
To get it fixed, send a /petition explaining that your rent is paid, you have the generator and the supercomputer, you have no power/control, and could they please turn it back on? Be polite, and it'll probably be done within about 15 minutes of your sending the petition. Be rude, and it could take over an hour. They won't tell you when it's done, it'll just happen.

Huh, thats kinda wierd, as Ive rebuilt the base since the changes, and Ive got a bunch of storage things in there, which means I should have rent to pay, but it was 63 days since anyone in the SG had been on, and rent still seemed to have been paid...
Huh. turns out it was some wierd issue with me losing, then regaining the Uber-Leader position. I went to petition the power issue today, and got the message that my rent was late, even though yesterday it told me I was up to date. Ah well, paying the rent seemed to fix the issue.
That is very odd. I just lost/regained the red star after 37 days and had no problems getting things up and running again after paying rent.
I've not been bitten by the "inactive base" power bug, but we've seen several folks who have. My guess would be that the initial issue was the "inactive base" bug, which may have also entailed an incorrect message that you were paid up. When the bug was squashed for ya, the correct message was that you actually still owed rent in order to get things up and running again.

Yeah, im figuring the rent initialy showing as up to date was the bug, as like I said, it'd been 63 days since I'd been last on, and the next lowest time was 80 days, so I was thinking it was odd that rent had somehow been paid.
I didn't actually petition or bug it yet, it somehow corrected itself earlier today.
I just recently checked on a SG I've been kind of neglecting, and discovered the base had no power. Rent's been paid, and I have a Basic Generator (1K power) with 2 Circuit Breakers attached. Also I have a Supercomputer in my Control Room, but as you can see in the image, neither Power or Control is showing as generated- I cant use any of the Teleporters or the Personal Storage Vault. I've tried deleting and re-purchasing both power and control items, any other suggestions?
