It does this because those slots are linked to the store. When the store goes down, those extra slots can't be checked to see if they're supposed to be available or not, so they default to locked. They'll come back when the store is back up. It's happened before.
Loose --> not tight.
Lose --> Did not win, misplace, cannot find, subtract.
One extra 'o' makes a big difference.

The Billing department is down and that means I can't use any of my open character slots? All of my open slots on all of my accounts are marked as unavailable. When Mr. Kay deleted an existing lowbie to use it's slot, it simply turned into another unavailable slot.......seriously?
