Best spec for a Shield/Elec Tank with Fly?
I still havent figured out how to make the export work on the forums correctly. Thus no build shown... but below is the data chunk for my shield/elec tank's build. I know you had certain things you wanted in or out of the build, but it should be easily modified. But as you can see the melee/ranged/aoe def is crazy awesome. I can easily take on x8 missions and yawn my way through destroying the mobs.
Obviously, i have flight at lv35. I did NOT take the fighting pool. Using the IO sets wisely gives you more than what weave would give ya defense wise. If you want, i will tweak a build for ya for flight at 14 and anything else you want in it. just let me know. I have made many builds over the different ATs and can give ya advice on a NO purple and NO PvP build.

Thanks heaps StoneJaguar, even just looking at the sets you chose gives me great food for thought.
Just one quick question for now, how often do you find yourself using One With the Shield?
L50 as a Tank, Mastermind, Soldier, Blaster, Defender & Brute so far. Still trying testing alts in search of my 'main'. So many possibilities!
I use it as an afterthought. But mostly just click it while in combat if i see it ready. On a team, i will use it vs major fights, AVs etc. I just dont rely on it. It is a good resist power and the end crash at end isnt major if you already have tons of endurance, which i usually do. Some of the IOs are expensive but a few of them you can get via AE if you gather enough tickets to click a ton of bronze recipes. If you dont have the cash, you will of course need to save up. If you do have the cash, i would suggest putting early bids in for some of the things you need. come i18, the markets will be ... hmmm... unpredictable.
oh btw you can't enhance the recharge of one with the shield so you are stuck with the original recharge time. I havent looked into whether or not recharge bonuses from sets affect it.

Stone, the trade-off for not using Weave is that you have to devote a lot more slots and influence to be able to soft-cap. And in the build you posted, Ranged isn't soft-capped, some of the attacks are underslotted or poorly slotted, (IMO, the last thing you want in Thunderstrike is a KB set!) there's no resistance slotting in Deflection and True Grit, and True Grit is very underslotted for +HP.
Personally, I feel the trade-offs you made to be much worse that having to devote three power slots to Weave.

Tersa, your build is a good start, but there are some things I'd recommend that you change. For instance:
You've gone way overboard on Melee defense; anything more than 50% or so is a waste of slots, IMO, and taking away from other bonuses you could get in your build. For instance, slotting a full set of Titanium Coating in True Grit means that the +HP is unslotted.
Also, if you can get your Ranged defense from a Mako's set, you can drop the set of Red Fortune in BA and fit in another set of LotG. Similarly, dropping the Oblit set in Thunderstrike makes room for Scirocco's set that you can use to soft-cap AoE. (Keep in mind too that a full set of Oblit has very little end reduction, having 3 attacks slotted with it could lead to end problems, even with PP.)
The -KB protection IO is not needed if AD is perma, and there are better ways to get AoE defense, IMO.
Here's your build with the changes I recommended and a few other tweaks. Please note that if you want to try to soft-cap without Weave, it can be done, but you'd have to focus more on that goal and perhaps sacrifice others if you go that route.

Kismet +6 tohit in a def power of CJ with that touch of death slotting maybe enough to skip foc acc and go conserve energy instead. I'd say it would be from playing one of my scrappers. I'd prefer that. (OwtS may offer end rec when needed but it takes what it gives back off ya when it crashes basically.)
Air sup is probably something I'd replace Havoc Punch with in order to keep the ladder. It can hit upto 5 but a likely 3 which is pretty good DPE across 3 npcs. I can't get to a Mids right now as am at work having a break so its off the top of my head.

Finduilas - thanks heaps for spending the time to analyse my build like that. When I realised I had that much melee defense I figured I was going over the top but I was drawing a blank how best to rebalance it. I don't mind using Weave too much so I'm happy to aim for that at the moment. If end management becomes an issue (I'm guessing it won't) I *may* reconsider later but heck, a future issue could alwasy change something important.
New Dawn - Thank you for replying too. I went for a full set of Gaussian on Focused Accuracy as much for the set bonuses as for the +To Hit & I think the extra perception & debuff resistance worth it too. I could have thrown it on Build Up somewhere, but then I would have missed out on Physical Perfection. Plus since FA is a toggle I'm more likely to get more use out of it since on my other toons with Build Up, I frequently forget to use it. I'm curious though what you would drop to squeeze in Combat Jump.
Jacob's Ladder I left out of my build because it seems excessively slow and I hate the animation. I think Shields/Elec has enough other area attacks that I don't lose much there. I can see a good case for swapping Air Sup for Hover though just so I can slot some more defense. Air Sup + Fly have become standard on nearly all my toons though so it'd be hard to break out of that comfort zone.

I'm hoping that someone with more experience tweaking builds can help me tweak the Sh/Elec tank I'm working on.
For RP/enjoyment reasons I'm not keen on taking Jacob's Ladder as an attack and I'm set on taking Fly as my travel power as soon as I can get it, plus Stamina as soon as I can get that. Beyond those requirements I want be as reliable a tank as I can be (able to grab, hold & survive aggro off my team mates). Tough/Weave seem to be essential, no problem there. Phalanx Fighting and Grant Cover would be nice to have but, like Build Up and Lightning Clap they seem pretty inferior to other options.
In game this guy's only L25 so far and is pretty fun but after getting an Inv/Energy tank to 50 & reasonable slotted out, I'm keen to figure out what I should be working toward to get the most out of this tank.
The build below is the best I've been able to come up with so far but the defense/resistance totals seem low...
