Electric/SM build advice
I think the build is ok as it is. I bet you won't use boxing. Maybe you can take the slots from boxing and put them to taunt, which gives pretty good bonus. I would shift the slots from grounded to somewhere else. However, it's also ok to get the hp bonus if you like. I would slot lightning field and tremor slightly differently as well. If you can spare a couple slots from somewhere, lightning field can be slotted for end drain in addition to damage.

Boxing was just taking advantage of free slots to get more +rech, but if the slots are better used elsewhere so be it.
Enjoying my new Electric Armor/Stone Melee tank so far, so I'm starting to plan a relatively inexpensive IO build. Any advice would be appreciated! I'm completely new to Elec and only have a little SM experience (high 20's SM/Fire brute).
I got a little +Recov, +End, and +HP, but was more focused on some cheap +Rech (+63% inc. Lightning Reflexes) and overall power efficiency. Stone Melee seems to have some high End costs in general, but Electric Armor should overcome that. Resists ended up at 78% S/L, 54% F/C, 90% Energy, 46% Neg, and 48% Psi. Seems fairly well rounded. No +Regen to speak of, but Energize helps a bit.
I'm a little paranoid about Accuracy these days, so I went a little overboard with slotting Acc in some attacks. Doubt I need 70-80% Acc in powers plus Build Up and +37% global Acc.
I don't think there are any really pricey IO's in here. The PerfShifter proc might be the single highest. Adjusted Targeting I'm not sure of. Last time I bought a set redside it was little out of whack.
Didn't take an Epic. Not really convinced they offer much after glancing through, but I could be convinced otherwise.
