Its a display error
The ED cutoff for damage resistance comes in at the ~60% level.
Check the actual amount of damage done in game and the demons are doing the correct amount.

I recently noticed that when slotting my Summon Demons power with damage IOs ED seemed to kick in at about +60%, as opposed to the close to +100% I've always gotten for damage. My Summon Demonlings is slotted almost identically and I get the expected close to +100% damage. I sent a petition and got the generic "check the boards, n00b!" response.
Did I miss a meeting about the ED or do I need to re-petition? I've been playing since I2 and I've never seen this kind of thing when slotting powers.
